Keep the fun going: A practical approach to playground risk management

Playgrounds are among the most valued assets that local councils can provide. They encourage physical activity, support childhood development and create spaces where families can spend time together. When they’re well maintained, they become an integral part of community life. When they’re not, they become a hazard.

Effective playground risk management isn’t about eliminating every possibility of injury. Children need opportunities to explore, challenge themselves and take age-appropriate risks. Instead, the focus should be on ensuring that equipment is safe, inspections are thorough, and councils should be able to, if required, demonstrate that they have taken reasonable steps towards protecting playground users.

Safe play starts long before children arrive

Most playground accidents are not the result of a single failure. For the most part they stem from issues that develop gradually over time, such as worn components, damaged surfaces, loose fixings or defects that have gone unnoticed.

This is why regular inspection programmes are essential. A structured approach that includes routine visual inspections, operational checks and periodic specialist inspections helps identify potential issues before they become significant problems, and maintains best practice in the long run.

The importance of documentation

Though it’s vital to stay on top of playground maintenance, it’s equally important to manage your records. Inspection reports, maintenance logs, repair invoices, risk assessments and records of reported defects all help create a clear history of how a site has been run. If an accident occurs, that documentation may provide crucial evidence that appropriate steps were taken to keep the playground safe.

Documentation and claims

Without accurate records, even a well-maintained playground can be difficult to defend. What’s more, one of the challenges of playground management is how long claims can remain active.

Where a child is injured, a claim may not emerge until many years after the incident took place. As a result, councils should think carefully about record retention and ensure that inspection and maintenance documents are stored securely for the long term.

Good record keeping is not simply an administrative exercise. It is a key part of protecting the council’s position should a claim arise in the future.

Additional considerations

Every playground is different. Equipment type, age, usage levels and location all influence the level of risk.

A busy playground in a town centre, for example, may require a different management approach to a small play area in a rural setting. Understanding how a space is used helps councils prioritise resources and focus attention where it is needed most.

Risk assessments likewise have an important role in this process, helping councils identify hazards and make informed decisions about maintenance, repairs and future investment.

Councils and community spaces

Well-managed playgrounds provide more than recreational opportunities. They demonstrate a council’s commitment to community wellbeing, encourage families to use local facilities and help create vibrant public spaces that residents are proud of.

The foundations of safety are simple: regular inspections, prompt repairs, thorough documentation and a proactive approach to risk. Together, these measures help ensure that play areas remain safe, welcoming, and fit for future generations.
